Moskalev in the 21 st century are publicly known to be people of Chinese descent: Chuan Leekpai (in office: November 1997 —February 2001), Thaksin Shinawatra (in office: February 2001 — September 2006), Samak Sundaravej (in office: January — September 2008), Abhisit Vejjajiva (in office: December 2008 — August 2011), Yingluck Shinawatra (in office: August 2011—May 2014) — all of them have been the Chinese Overseas. In Thailand the Chinese Overseas for several decades at least already have been playing the roles of intermediaries, connecting various interests of the Thai and Chinese states [Marshall 2006]. At the same time, in SRV the environment for the public declaration of one’s Chinese roots is quite different. Even though it is not explicitly expressed in any official documents, in modern Vietnam it is still quite rare for a successful businessman or a high-ranking politician to publicly acknowledge being a person of Chinese descent.As a matter of fact, this also makes it somewhat difficult to give any substantial assessment of how much really do the Chinese Overseas nowadays contribute to the economic development of Vietnam. Most such assessments can be seen as approximate. For instance, according to the assessment made in 2002, the Chinese Overseas, who lived in Vietnam at that time, generated less than 5 % of the national GDP [Haley, et al. 2009: 15]. It is plausible, that in reality the contribution of the Chinese Overseas to the economic development of Vietnam is much more significant. According to the publicly available sources, there also no people of Chinese descent among the modern high-ranking political leaders of Vietnam. Even though modern Vietnam is a socialist republic, while Thailand is a constitutional monarchy, both countries, without doubt, are among the leaders in the processes of modernization and economic development on the Indochinese Peninsula. Both countries possess vast territories and stably increasing populations. However, both are located within the zone of the East Asian segment of the ‘ Eurasian arch of instability ’, and this fact brings about significant difficulties in terms of their geopolitical position, especially in terms of their relations with China.
