In particular, economic cooperation becomes a priority target, was mentioned before security issues, which has demonstrated a strong change in the development direction of the US —ASEAN relations. It is high time for the U.S. to actively materialize economic cooperation initiatives and economic security initiatives that were previously designed and activate them with drastic, concrete actions. The second focus is on security cooperation (consists maritime security and non- traditional security issues). In particular, maritime security, security of the South China Sea and methods of dealing with maritime security challenges were affirmed in the spirit respect for international law, rights and privileges of nations. In the context of China’s expanding economic influence, clear their ambition to control the life-and-death shipping path around the Strait of Malacca and their intention to monopolize the East Sea, the US and ASEAN’s above- mentioned commitments are timely and have profound significance. 2.2. Why is the Sunnylands Declaration important? First of all , the Sunnylands Declaration has significant symbol because it was issued in the context of the first US —ASEAN Summit held in the US after nearly 40 years of cooperation. Therefore, the introduction of this declaration not only marked a turning point in the U.S. policy towards ASEAN and Southeast Asia but also affirmed ASEAN’s growing role in the face of complex security movements in the region. At the same time, it also has implications for direction of the US policy towards ASEAN when it is introduced in the final year of President B. Obama’s term, after many strong adjustment efforts in the policy toward Southeast Asia.
